Job Description:

*Summary *

The purpose of the Assistant Vice President of Human position is to assist in directing, planning, and administering all High Point Housing Authority's ("HPHA" or "Agency") personnel policies and procedures as they relate to the Agency planning and human resources functions.

As a member of the human resources team, the Assistant Vice President of Human Resources performs a variety of administrative and supervisory duties, including but not limited to; assisting with developing and administering personnel policies, programs, and regulations in accordance with applicable laws and regulations; assisting with developing and/or interpreting personnel policies and procedures; assisting with receiving and addressing employee concerns and grievances; assisting with collating planning components from other divisions and assembling them into comprehensive plans for accomplishing the mission of the Agency; assisting with reporting to various government or oversight agencies; assisting with researching, recommending, administering benefits and programs; assisting in the preparation of the annual budget; and maintaining personnel records.

Assists with pre-employment interviews, evaluates performance, and trains staff.

24/7 on-call duty is required.

*Essential Duties and Responsibilities*

* Assist with directing, planning, and administering all phases of human resources for the HPHA.
* Assist with developing and administering personnel policies, programs, rules, and regulations in accordance with applicable federal, state, and local laws, ordinances, and procedures; conducts necessary research.
* Recommends amendments to existing policies or writes new policies, as appropriate.
* Assist with interpreting personnel rules and regulations for executive team and employees.
* Assist with receiving and addressing employee concerns and grievances; assist with advising executive team and employees.
* Assist with administering and monitoring compliance with such policies or legal requirements as Fair Labor Standards, Equal Employment Opportunity Commission ("EEOC") guidelines, etc.; prepares and submits records and reports as required by federal and/or state governing agencies.
* Assist with developing recruitment program, developing and maintaining sources of qualified applicants.
* Assist with researching, recommending, and administering benefits programs; ensures acquisition and maintenance of all adequate insurance coverage; prepares payment requests for insurance premiums.
* Assist with maintaining personnel records of all employees.
* Assist with providing confirmation of past employment; assist with overseeing the maintenance of classification plan and comparability studies; assist with preparing maintenance wage rate surveys; places employment ads.
* Assist with developing and administering special projects as assigned by the Chief Executive Officer ("CEO").
* Assist with and participates in interviews for all positions.
* Assist VP of HR by serving as witness and advisor for all disciplinary actions.
* Assist VP of HR by serving as designee of CEO for employee involuntary terminations.
* Assist with responding to all EEOC charges, ESC hearings, and other legal matters relating to human resources.
* Assist with administering the safety program.
* Assist with the completion of the Agency Annual Plan and submission to the Department of Housing and Urban Development ("HUD") as required.
* Assist with the completion of the Agency Annual Report and submission to Mayor of City of High Point as required.
* Assist with maintaining COBRA records.
* Assist with community fundraisers for Agency contributions, i.e., United Way, etc., as required.
* Assist with organizing special events for the Agency.
* Serves as back-up to Chief Executive Officer's Executive Assistant to assist in the preparation and organization of monthly Board meetings, i.e., prepare agenda, agenda notebooks and comments of Board meetings; assembles packages for Board members and attorney; coordinates distribution of Board data and Board meeting notices; arranges meetings of Board; calls Board and attorney to remind about meetings.

* Notarizes documents, as necessary.

* Performs other duties as assigned.

* Knowledge of the methods, procedures, and policies of the HPHA as they relate to the performance of the essential duties of the Human Resources Manager.
* Knowledge of principles and practices of planning, directing, and administering all phases of human resources for the Agency.
* Knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position.
* Knowledge of the organization of the department, and of related departments and agencies.
* Knowledge of any occupational hazards and adheres to safety precautions inherent in performing the essential functions of the work.
* Knowledge of terminology and related professional languages used within the department as such pertains to work responsibilities.
* Knowledge of media practices and public relation philosophies.
* Knows how to maintain cooperative and effective relationships with intra and interdepartmental personnel, as well as any external entities with whom the position interacts.

* Proven application of the principles of supervision, training, motivation, and performance evaluation.

*_Education and/or Experience_*

Bachelor's degree in human resource management or closely related field, Master's degree preferred. Five (5) years of previous experience and/or training that includes human resource experience. An equivalent combination of education and experience may be considered.

Position generally works in a standard, climate-controlled, office environment. The noise level in the work environment is usually moderate. There are occasions when the position is required to visit outside storage areas and/or attend off-site meetings.
